Importance of the Tabasco Coastal-Marine Zone

Tabasco's coastal zone, with 191 km of coastline, concentrates 90% of the state's fisheries and contains two Natural Protected Areas (ANPs) made up of wetlands, marshes, and lagoons that are vital for biodiversity and local communities. In addition to its ecological and tourism value, it is a key area for national oil production, placing Tabasco among the ten states with the largest contribution to GDP. Today, the region faces the impacts of climate change, including coastal erosion and the displacement of vulnerable populations. Protecting and preserving this zone is essential for securing livelihoods, environmental safety, and sustainable development in southeastern Mexico.

Implementation of the Strategic Action Programme for the Gulf of Mexico Large Marine Ecosystem (PAE GdM)

This initiative brings together Mexico, through the Ministry of Environment and Natural Resources (SEMARNAT), and the United States, through the National Oceanic and Atmospheric Administration (NOAA), to protect and restore shared marine and coastal resources. Through actions that reduce pollution, overfishing, and ecosystem degradation, this effort improves water quality, promotes sustainable fisheries, and conserves coastal habitats. The project is implemented by the United Nations Environment Programme (UNEP), through the United Nations Office for Project Services (UNOPS), and funded by the Global Environment Facility (GEF).

Centla, Tabasco

Where the sea did not wash away hope

In El Bosque, Tabasco, the advancing sea buried homes and memories. When the water reached the doorway of Guadalupe Lobos Pacheco's childhood home, she stopped waiting for outside help and began to act. With determination, Guadalupe became the voice of her community, the first in Mexico to be displaced by climate change. She secured resources, spoke with the media, and confronted institutional indifference, demanding concrete actions for a population on the edge of despair. Thanks to her leadership, El Bosque became a symbol of resistance and resilience. Her story reflects the reality facing coastal communities and the strength of a community that stands united in the face of today's challenges.

EVERYTHING IS CONNECTED: people and nature


The social-ecological system (SES) corresponds to the coastal-marine study area. It is made up of continuous interactions among three interdependent zones: the continental zone, the coastal zone, and the marine zone. These areas do not function in isolation. The 'Everything is connected' diagram shows the environmental, social, economic, and cultural interactions that occur among them, integrating natural processes and human activities within a single system.

RECOMMENDATIONS

Promote the use of green water infrastructure to regulate runoff, protect inhabited areas, and improve rainwater capture.
Establish strategies based on success indicators that make it possible to validate the monitoring of biodiversity conservation programs in Tabasco.
Establish new Natural Protected Areas with environmental value and ecosystem services, expanding protection schemes according to their administrative level.
Incorporate local knowledge to implement monitoring, mitigation, and adaptation mechanisms for climate change and to strengthen social cohesion.
Promote a circular economy as an opportunity for sustainability in the priority economic activities developed in the zone.
Design and implement participatory governance strategies that integrate the population into decision-making processes about their environment.
Restrict infrastructure in risk zones and implement targeted hydraulic works to regulate the impacts of extreme events and protect vulnerable populations.

ABOUT THE REPORT CARD

The initiative ▼

This Report Card was developed from two virtual workshops held from September 4 to 6, 2024, and from August 6 to 8, 2025, with a total of 136 participants. A field phase was also carried out from March 8 to 14, 2025, with 78 participants interviewed and 15 key communities visited. The Report Card followed the guide for developing report cards by Costanzo et al. (2017), adapted by LANRESC.
