Importance of the Campeche Coastal-Marine Zone

With 525 km of coastline, Campeche holds a natural heritage of great ecological importance, protected within seven Natural Protected Areas (NPAs), including Laguna de Términos and Los Petenes. Economic development in the state is based on oil, fishing, and tourism. The coast is also part of a long historical legacy, from Maya navigation to the colonial period, when San Francisco de Campeche became the main port of the peninsula. These historical features are reflected in the region's biocultural value and in its connection with the Mesoamerican Corridor - key elements for regional identity and sustainability.

Implementation of the Strategic Action Programme for the Gulf of Mexico Large Marine Ecosystem (PAE GdM)

This initiative brings together Mexico, through the Secretariat of Environment and Natural Resources (SEMARNAT), and the United States, through the National Oceanic and Atmospheric Administration (NOAA), to protect and restore shared marine and coastal resources. Through actions to reduce pollution, overfishing, and ecosystem degradation, the effort improves water quality, promotes sustainable fisheries, and conserves coastal habitats. The project is implemented by the United Nations Environment Programme (UNEP) through the United Nations Office for Project Services (UNOPS), and funded by the Global Environment Facility (GEF).

Wotoch Aayin - "The Crocodile House"

Isla Arena, Campeche

Where forgetting does not extinguish life

In Isla Arena, fishing sustained the community for many years, but it is no longer enough. Species are becoming scarce, and the future is uncertain. In response, a group of local residents founded Wotoch Aayin, a Maya name meaning "the Crocodile House." This environmental management unit offers a viable alternative to traditional fishing. In this fragile ecosystem, the community chose conservation, knowledge, and education about crocodiles as a new livelihood. In a place forgotten by many, the community found a way to reinvent itself without losing its identity, showing that harmony with the environment is possible. This effort needs support from institutions, networks, and civil society groups that believe in it and join the project, so the initiative can grow, endure, and turn neglect into opportunity.

EVERYTHING IS CONNECTED: people and nature


The socio-ecosystem (SES) corresponds to the coastal-marine zone defined as the study area. It is made up of the continuous interaction among three interdependent zones: the continental zone, the coastal zone, and the marine zone. These spaces do not function in isolation. The Everything is connected diagram presents the environmental, social, economic, and cultural interactions that occur among them, integrating natural processes and human activities within a single system.

RECOMMENDATIONS

Strengthen and rehabilitate wastewater treatment plants, train plant operators, and expand sanitation coverage in the study area.
Establish periodic monitoring programs and promote the use of citizen-science platforms to generate information on native, non-native, and invasive species.
Develop monitoring, cleanup, and reforestation programs in wetland, dune, and mangrove systems, with citizen participation and under the guidance of the academic sector.
Strengthen participation across all sectors in community committees that guarantee representation in environmental decision-making.
Strengthen studies on blue economy and governance, with gender equity, through collaboration between the academic and government sectors.
Strengthen governance through studies on the performance of environmental-policy instruments, the implementation of effective sanctions for any environmental offense, and the inclusion of community participation in support of conservation.
Strengthen the technical capacities of local communities through the design and implementation of comprehensive climate-change mitigation and adaptation plans, in collaboration with the government and academic sectors.

ABOUT THE REPORT CARD

The initiative ▼

This Report Card was developed from two virtual workshops held from September 11 to 13, 2024, and from August 27 to 29, 2025, with a total of 117 participants. A field phase was also carried out from November 16 to 23, 2024, with 106 participants interviewed and 8 key communities visited. The process followed the report-card development guide by Costanzo et al. (2017), adapted by the National Coastal Resilience Laboratory (LANRESC).
